All Member States are required, according to the European Community's Racial Equality Directive of 2000, to designate "National Equality Bodies" for the promotion of equal treatment.

 

The bodies are expected to provide

 

    * independent assistance to the victims of discrimination,

    * conduct surveys and studies,

    * and publish independent reports and recommendations.

 

While the legislation refers specifically to bodies concerned with racial discrimination, many countries have also decided to set up bodies that will cover other grounds of discrimination. In addition, victims of discrimination can be supported by a non-governmental organisation or a trade union that have a legitimate interest.
