Reforms in the PRC�s Ministry of Railways are as crucial as adding modern infrastructure and equipment and have played a primary role in sustaining the railway sector, making it efficient and profitable. However, with increasing market access and growing competition from other modes, the sector faces many challenges.

This paper analyzes strengths, weaknesses, opportunities, and threats facing railways in the PRC. Based on these analyses, the paper makes 10 key recommendations as an agenda for action to overcome these challenges and suggests a way forward to implement them.
